Almost every conversation with a contract manufacturer starts with the same question: what's your minimum order quantity? It's a fair question, but the number itself is less useful than understanding why it exists. MOQs aren't arbitrary gatekeeping — they're a reflection of how equipment, raw materials, packaging components, and quality testing actually work at commercial scale.
Start with equipment. Encapsulation machines, tablet presses, powder blenders, and liquid filling lines are all designed to run efficiently at a certain batch size. Running a machine for a very small batch isn't just slower per unit — it can also mean more product loss during setup and changeover, more labor hours relative to output, and more downtime for cleaning and changeover between customers. Gummies add another layer, since the cooking, depositing, and curing process is batch-based by nature and doesn't scale down the way capsule filling can. Functional beverages often have even larger practical minimums because mixing tanks, pasteurization, and filling lines are sized for continuous runs.
Raw materials play a role too. Many actives and excipients are sold in fixed lot sizes from suppliers, and testing incoming materials for identity and purity carries a cost whether you're using a small fraction of the lot or all of it. Packaging components — bottles, closures, cartons, stick pack film, pouches — often have their own supplier minimums, and those can end up being the real ceiling on your order size rather than the manufacturing process itself.
Private label versus custom formulation makes a real difference here. When you're working from an existing stock formula and standard packaging, the manufacturer has already absorbed the cost of formulation development, and tooling or component sourcing is already in place. That generally allows for a lower MOQ than a fully custom formula with unique packaging, where new components need to be sourced and a new production run needs to be validated from scratch.
Quality and compliance testing also factor into the math. Under cGMP expectations, finished batches typically require identity, potency, and microbial or contaminant testing before release, and that testing has a largely fixed cost regardless of batch size. Spread across a larger batch, that cost per unit shrinks; spread across a very small batch, it can meaningfully raise your landed cost. This is one of the main reasons manufacturers push toward certain volume thresholds — not to be difficult, but because the economics of testing and changeover genuinely change the price curve.
For brands testing a new market or launching a new SKU, it's worth asking whether there's flexibility built around stock formulas, stock bottle or pouch sizes, or simplified packaging that can lower the effective minimum without compromising quality. Phased purchase orders — committing to a total annual volume broken into smaller releases — are another common way manufacturers and brand owners meet in the middle, letting a brand manage cash flow and warehousing while still getting manufacturing efficiency.
Cross-border logistics add one more variable worth planning around. For manufacturers producing in Mexico and distributing through a U.S. point of entry, batch size decisions often get made alongside shipping and customs lead times. A slightly larger batch that clears the border in a single, well-documented shipment can sometimes be more efficient — and less risky — than several smaller shipments, particularly for products subject to additional scrutiny like ingestible supplements or topical products.
The practical takeaway for a brand owner is to treat the MOQ conversation as a starting point, not a wall. Ask what's driving the number — is it the machine run, the raw material lot, the packaging component, or the testing protocol? Understanding which piece is the actual constraint often reveals where there's room to negotiate, whether that's through stock formulas, simplified packaging, or a phased order structure that matches your real sell-through velocity rather than a manufacturer's default batch size.
